President’s Message
April, 2005
Thanks to Frank Bruno, Volusia County Council Chair, for the installation of HAVOC Officers at the March luncheon meeting. This was the first time HAVOC officers have been installed by a county official that is also a good friend of the disabled community. We also appreciated his sharing the 2005 County Council goals. It was very informative.
Ken Fischer has been giving updates each month on changes to the Medicaid Transportation program. VOTRAN and the County Council should be commended for their commitment to provide Medicaid Transportation services even with recent funding cuts and change in payment policies. Mr. Fischer will be joining us again at the April meeting to address some questions that were raised at the March meeting. We must be mindful to keep questions limited to transit issues that affect the disabled and not individual customer service complaints. VOTRAN does have a complaint/grievance process that has been established in cooperation with the Transportation Disadvantaged Local Coordinating Board. Complaints regarding service issues are best handled through the established process.
I look forward to working with all of you for another year. We are gaining new members every month and hoping to get everyone involved working with a committee. If you know of a member that has not been to a meeting in a while, please give them a personal invitation to come and be active again.

President David Dixon called the meeting to order at 1:00 p.m.
There were 23 members and 3 guests. Welcome new members!!
At this time President Dixon asks us all to go ahead and enjoy the food and we will get back to the meeting as soon as we all get seated. And of course he didn’t have to say it twice! We all really enjoyed it. For all of you who did not make it. We really missed you.
President Dixon introduced Ken Fischer: General Manager of Votran
He talked about the changes coming up in Votran. They are going to start checking to see if people are really going to places that they say for Medicaid related Dr Appointments, etc… also if Medicaid is paying for this transportation. Then they want to make sure it’s for Medicaid health reasons only. There were a few more things. If you need to know any thing that’s coming up that you have question’s about. Call Votran to have them answered and they will do there best.
President Dixon introduced one more speaker Frank Bruno
He talked about a few things he will be working on.
1. Customer service, (he feels we need to be kinder to those who need help)
2. Homeless people,( we need to get them off the street but in a better place and even help them to relocate with relative’s)
3. work on the school system ,( trying to make it where they go to school in there own area and not be bused around)
At this time President Dixon called one at a time for each officers to come up to the front and take the oath of office. Frank Bruno administered the oath to the entire elected officer’s for there term. There was a photo taken at this time. The officer’s are listed below:

At this time introductions were made as we went around the room.
Feb 2, minutes were approved by everyone. Motion to accept the minutes were made, Seconded and approved by all.
President David Dixon talked about a few of our members who have taken ill. Joan Clearly, Steve Hoyte, Nick Nagy, He asked that Sunshine Lady to send out cards.
President David Dixon talked about a wheelchair race week on May 21st about opening a booth for the white cane laws.

For the history of HAVOC: I am working on a scrapbook and I need help to update the book. Please bring what you think should be in the history of Havoc. The dates that are missing are: 1977, 1981, 1984, 1985, 1988, 1989, 1995, 2001-2005. Please have names with any photo’s on them! And the date and newspaper name of any clippings.

A notice mentioned at the last meeting. That Alice Melanson wants to share with others. She would like to hear from others interested in a forming a disabled bowling team. The alley is one that’s she and others have used before. And it is wheelchair accessible. A ball guide ramp is used to guide the ball. Contact Alice Melanson if interested.

I would to share a letter I received from A.J. Devies and the President and Michael Porter’s hard work on HAVOC’s behalf
Thank you for bringing this to my attention. Michael
Porter and I have been attending the Beach Policy Advisory Board meetings each
month since late last year just to remind the Advisory Board and the County
staff that their new Beach Management Plan relies solely on beach driving to
provide access to people with disabilities, and that with the toll booths closed
at dusk, people with disabilities no longer have access to the beach. Also,
people who don't drive to the beach (they walk or use Votran) just plain can't
get onto the beach.
David, Michael and I have also attended County Council meetings, and we are
working with other organizations such as Sons of the Beach to keep cars on the
beach (although we have different reasons for doing so.)
David has also contacted every elected official in the County with a list of
concerns about shortcomings in the Beach Management Plan. Channel 13 also
filmed and aired a speech I
gave to the Advisory Board last fall criticizing their
beach management plan.
I am in the process of preparing an ADA complaint covering
non-compliant facilities at the beach approaches and beach-front parks, which is
all that the ADA laws currently address. I am waiting for David to work with
the politicians before I send the paperwork to Washington D.C. No point in
wasting OUR taxes suing ourselves, which is what an ADA complaint would do.
The ADA regulations that cover beach access seaward from the seawall
are written, but have not been through the complicated regulatory approval
process. These regulations state that beach driving cannot be the sole means of
access to a beach, so just keeping cars on the beach will not meet ADA
requirements if the new law gets approved in its current wording.
If there is time, I can go over all of this at the meeting on
Wednesday, otherwise feel free to include the information from Tim and this
reply in the newsletter.

HELPFUL TIPS
Sealed
envelope - Put in the freezer for a few hours,
then slide a knife under the flap. The envelope can
then be resealed.
Use Empty toilet paper roll to store appliance cords.
It keeps them neat and you can write on the roll what
appliance it belongs to.
