Presidents Message
August 2005
We are finding ourselves defending the rights of all voters including the handicapped, elderly and general public to a private, independent, verifiable election. In other words we are fighting for the rights of all individuals to have our vote counted. At our last four meetings we have voted unanimously to support this endeavor on behalf of all individuals regardless of ability or the lack thereof to vote in
private. We need to thank the Volusia County Council for their vote in support of our beliefs. If you missed the last HAVOC meeting, a resolution was adopted in support of the County Council’s action and was presented to them at their July 7th meeting.
There is a misconception that the County Council is against the handicapped community because they refused to sign a contract with one particular voting machine vendor. Nothing could be farther from the truth. The Council wants to insure they purchase the very best equipment that meets the needs of all voters including the handicapped and that the elections can be verified in the event of a recount. They have broken no laws at the present time and are working diligently to explore all options for compliance with the Help America Vote Act of 2002 (HAVA).
Our 4th Annual Beach Party Picnic is growing closer. The date is September 24, 2005 from 11:00 a.m., to 3:00 p.m. at Lighthouse Point Park. HAVOC will provide the meat and everyone is asked to bring a covered dish. This is an opportunity for all members and interested parties to get together and socialize. Activities include drawings for prizes and games. Attendees will have free access to the park.

President David Dixon called the meeting to order at 1:00 p.m. and welcomed new members and guests. There were 17 members and 5 guests present.
Following Introductions, President Dixon announced the speaker; Mark Rutledge from Metro Crime Prevention was scheduled but did not show up.
Minutes of the June 1, 2005 meeting were presented by the Secretary Grace Harris. A motion was made and seconded to accept the minutes of June 1st meeting with one change. The phone number for AJ Devies was corrected. The correct number is 386-676-2942. The motion was approved.
President Dixon talked about the Touch Screen Voting machines. At the May, 2005 meeting the membership voted to join ACLU and file a law suit against the State of Florida to change the July 1, 2005 deadline for the counties to have accessible voting machines for the disabled to meet the federal HAVA compliance deadline of January 1, 2006. Since the county voted not to purchase the Diebold machines, the lawsuit is not necessary and President Dixon didn’t want to expose HAVOC to any financial obligations that could arise from a law suit.
President Dixon asked Yvonne Dixon to read a proclamation to be presented to the Volusia County Council commending their action on refusing the Diebold voting machines that do not meet the needs of all disabled and does not provide a verifiable paper ballot in the event of a recount. A motion was made and seconded and all approved. All 5 officers were asked to sign at this time.
President Dixon asked Ms. Dixon to read another letter at this time about a group in Washington State asking for our support on the voting deadline. It talked about the H.A.V.A act which is, Help America Vote Act: organizations are writing to urge them to include language in appropriations legislation for FY 2006 that will postpone federal action to enforce the deadlines in help America vote act for the duration of the fiscal year to allow for development and certification of new technology. There was a motion to support by Carol Carmella and seconded by Ms. Dixon. Motion was approved.
President Dixon asked for Committee Reports:
Michael Porter, Pedestrian Safety Chairman: The transportation issue’s are at a stand still till new funds are available.
Carol Carmella, Treasurer: June 1st there was $989.13, as of July 6th there is a BAL of $1,009.13 and we have $33.00 in petty cash.
AJ Devies, Accessibility Chairman: she talked about the handicapped parking during the race week which she feels it needs more work. She also talked about the ramp at our beaches there still working on replacing them. If any one has any problems getting on the beach let her know where and she will add it to her list. More information call MS. Devies at 676-2942.
Nick Nagy, Membership/Publicity Chairperson: He talked about how the News Journal has done a great job in telling people about the Havoc group. But he feels word of mouth is 100% more affected to get them here. And I want to welcome all the guests. And Thanks to those who are inviting and bringing in your friends.
Joan Cleary, Fundraising Committee: You my buy 50/50 tickets before the meeting and after the meeting. Drawing will be held after the meeting is adjourned. The lucky winner this month is Alice Melanson our Sunshine Lady she won $15.00. Congratulations!!
Also Joan has brought in a hand made donated quilt to be used for our fundraising. There will be tickets for sale $2 each or 3/$5.00. for more information you may call Joan at 788-5406 but ring 5 times and the answering machine will pick up and just leave a message and she promises to get back to you as soon as possibly.

Beach party committee:
Grace Harris talked about the picnic. The picnic will be on September 24, this is on a Saturday. The time will be 11:00 to 3:00 pm there will be games and prizes so hope everyone come. ALSO THERE WILL BE A 50/50 DRAWING SO COME PREPARED WITH SOME CASH FOR CASH!!!
There was a discussion about individuals who do not share HAVOC’s views on issues that are sending letters to the editor and introducing themselves in public meetings as HAVOC members. It was agreed that any individual who makes statements in public regarding their personal views that are in conflict with the majority of HAVOC members should not use HAVOC’s name in their presentation.
