PRESIDENT’S MESSAGE
MARCH, 2004
It’s that time again for the quarterly luncheon. Bring a covered dish (please put some food in it). If our February meeting was an indication of the goal setting session planned for March, it will be an exciting year. The program for February was presented by Ms. B.J. Owens, an attorney with Mid-Florida Housing. Ms. Owens presentation on fair housing as it relates to the handicapped was very informative and well received. Many questions were asked and answered during her discussion. If you need any information on fair housing, please call me and I will put you in contact with Ms. Owens.
Some members put forth ideas that will be discussed at the March planning session. Areas of concern are handicapped parking and pedestrian safety to name a few. Your thoughts, ideas and concerns are important if HAVOC is to continue being a viable, active organization addressing issues that affect handicapped individuals in Volusia County. I challenge each of you to come to the meeting with one good idea or issue.
Ideas are needed on how to increase participation at the meetings. Nick Nagy has been successful with getting the meeting notices in the newspapers but we need your help to come and bring a friend.
Your attendance at the March planning meeting is important to help chart the course for the coming year. If you have any ideas or suggestions on how to improve the meetings, speakers you would like to have or other things HAVOC can be involved in, we are open to all suggestions.
I look forward to serving as your president for another term. Your confidence in re-electing me is rewarding. Please come and be part of the effort it takes to make an organization like HAVOC successful. I will see all of you at the meeting.

FEB 4, 2004 MEETING MINUTES
The meeting was called to order at 1:00 p.m. by President David Dixon. There were 18 members and 2 guests in attendance. Members also introduced there selves at this time.
President David Dixon then introduced our special guest speaker Billie Jo Owens. She talked about Fair Housing rights! You have right to live where you want to live. Fair Housing, It’s the Law! The Florida housing act and the federal fair housing act make it illegal for anyone to refuse to rent, sell, make a housing loan or provide insurance to you based on any of the following characteristics,* Race or color * National origin * Religion* Sex *Disability *Familial Status (including children under the age of 18 living with parents or legal custodians) Billie Jo Owens also passed out information and her business card. She also answered a few questions. At this time she completed her presentation at 1:39p.m.
At this time we talked about old news and new. Which we need to up date ASAP our members phone numbers and address, since membership dues are due. It was talked about putting up signs in all buses, also about flyers in Dr office’s and hair salons and church bulletin boards and any other ideas would be a great help. We also talked about setting up a list so we could call to remind everyone by phone and email for every meeting. So know one gets left out. We had a new lady named BJ. who volunteered to do all email for all emails members. Also Alice Melanson volunteered to call those who do not have emails to remind them of each meeting. Thank you both!
Then at 1:52 p.m. we opened the floor for the election of office positions. Steve Hoyt chairman of the nominating committee listed the member to fill the positions. Grace Harris for Recording Secretary, Carol Carmella for Treasurer, Barbara Goldstein for Corresponding Secretary, Paul Burge as VP, David Dixon as President and of course Seemore as chairman of the board. David Dixon called for any other nominations. As there was none, Tom Dockery motioned to accept the slate as stated and Lucy Albanese 2nd it. . Everyone agreed 100% for each person. Then A.J. also gave us some information on a program FREE for all seeing eye dogs, dogs for the hearing impaired, search and rescue dogs, and all other service animals. There has been over 80,000 service animals have been identified with the AVID Friend Chip and benefit by being registered in PETtrac, all for FREE! Did you know?
The first automobile crash was in New York City in 1896. When a motor vehicle collided with a bicycle rider. And it was 1905 before the automobile arrived in Daytona Beach.
In 2002, 662 bicylelist were killed in traffic crashes in the United States along with 4808 pedestrians. Nation wide there are 48,000 bicylelist and 71,000 pedestrians killed. That a traffic accident every 7 minutes.
Bicylelist accounted for 12% of all non-motorist traffic fatalities in 2002. And pedestrians 86%. And the remaining 2% were skateboard and roller-skater, etc. California leads the nation with traffic fatalities at 4,078. With 707 pedestrian deaths and 116 bicylelist death’s. Florida ranks third with a total 3,132 fatalities. Proceeded by Texas with 3,725. But second to California death fatality’s with 110 bicylelist and 487 pedestrian.
Most pedestrians and bicylelist occur in the urban area. (71% and 68%, respectfully) at nonintersecting locations (78% and 68%, respectfully), It should come as no great surprise that most fatalities occur in normal weather conditions (89%), with 65% at night. While between the hours of 5 pm and 9 pm during the months of July, August and September. March is actually the most dangerous time in Volusia County.
It may also come as a surprise that most bicylelist fatality’s and injuries are male (90% to 75%, respectfully) as well as two thirds (68%) fatalities to 662 bicylelist nation wide in 2002. The male was 590 with 72 female between the ages of 35 – 54 yrs. in both sexes.
Most disturbing among traffic safety facts are the emerging statistics involving children at the age of 15 – 16 yrs. old. Forty percent of the 434 bicylelist fatalities were under 16 killed in crash’s between 5 pm – 9 pm. Bicylelist under 16 accounted for 24% of the 39% of the injured in traffic crashes of 2002. More than 1/5 of the bicylelist killed were between 5 – 15 yrs. of age. Almost ¼ of the children between 5 -9 were killed in traffic crashes in 2002 were pedestrians.
Alcohol involvement, be it for the driver, pedestrian and bicylelist were reported. In nearly ½ of all pedestrian fatalities and nearly ½ of all bicyclist fatalities in 2002 nationwide. In some cases both parties were intoxicated beyond legal limits. Leaving one with little doubt that groups of mothers and fathers against such uncontrolled behavior should be more involved, in the Metropolitan planning process. Be it be long range or congestive, as to insure pedestrians and bicylelist and motor vehicles in what has become a lethal mixture at 10 mph and 55mph speed zone through out our community day or night. Traffic can and should be managed and not prohibited while vehicles, in general are being manufactured safer behind the wheel. Together Florida, California and Texas could become safe houses for healthy recreation list and not for havens for Insurance Companies, etc.

PVA US Open Annual Bass Tournament in Sanford. You do not have to be a member of
the PVA to compete. There are also several volunteer boat owners who will take
you out on the lake or you can compete in the shore division.

One year I got $20 for "catching the next fish" in the shore division.
It was a very small perch, but none the less it won me that particular
